Atlanta’s Cooper Street: Offsite Construction Concept-to-Completion

Construction begins soon on Atlanta's latest plan to provide housing to its most vulnerable residents amid a larger effort to end homelessness in the downtown area before the city hosts eight 2026 FIFA World Cup matches. The project is another nudge forward in Mayor Andre Dickens' goal to build 500 rapid housing units by the end of the year and a plan by Partners for Home—the nonprofit organization that is managing Atlanta's strategy to reduce homelessness—to house 400 people within that same timeframe. The project also includes 70 market-rate townhomes giving families opportunities to stay, invest, and build generational wealth in the neighborhood. Zoning laws, building codes, and community preferences all factor into how and where state-of-the-art modular units for the project will be built. In this session, join Andy Miller, executive vice president at Affinity Modular, as he takes attendees through the Cooper Street project concept-to-completion.

In an increasingly tight and expensive market, built-for-rent (BFR) housing provides tenants more privacy than an apartment building, quick return on investment for developers, easier maintenance options for landlords, and even greater acceptance from existing neighbors. The idea? Primarily to group single-family homes together to form communities, often with more amenities than apartment buildings. With offsite construction, BFR homes arrive to the site up to 90 percent complete and can be finished a lot faster than traditional single-family subdivisions.
