Offsite construction offers a powerful solution to Colorado’s affordable housing crisis by reducing construction time and costs, leading to economies of scale and more rapid deployment of units. Two years ago, Colorado made the largest single investment in the modular industry of any state. That investment builds on the past 55 years, during which Colorado has operated a state-wide offsite construction program, including code adoption and enforcement through plan reviews and inspections (both commercial and residential). In this session, leaders from the Colorado Department of Local Affairs will share what’s new in state housing initiatives, including an update on building codes and standards and Senate Bill 25-002, which aims to streamline rules and processes for structures build offsite.
