Accessory Dwelling Units: The Silver Bullet of the Housing Crisis

Today, we are facing the most severe housing shortages we’ve ever seen. Supply chain issues, labor shortages, and land constraints are all working against providing safe and clean housing. While the solutions to this problem are as varied and complicated as the problem itself, accessory dwelling units—or ADUs—are rapidly becoming a solution of choice by local and state governments, builders, and developers in an increasingly informed marketplace. Add in factory-built, high-quality construction to the mix, and you’ve got a recipe for much needed relief in this ever-present problem. From Crisis to Community: The Role of Offsite Construction in Disaster Recovery

In 2023, a brush fire near Lahaina sparked during Hawaii’s peak fire season. Fueled by severe drought and high winds, the fire rapidly spread across Maui causing one of the deadliest fires in modern US history. In this session, Charlie Chupp and Eric Schaefer from Fading West will share how state and federal governments launched a coordinated recovery effort, including the creation of 100 permanent modular houses for displaced residents of Lahaina. Remarkably, these modular homes were built, barged to Maui, and set within weeks of the project kickoff, again proving the efficiency of modular construction. Attendees will learn how offsite construction can help communities responds to disasters with speed and sustainability and can accommodate diverse topographies and existing architectural character. In addition, the team will discuss how Fading West overcame complexities of transporting and installing large modular units in a challenging terrain with infrastructure limitations; financing and insurance options for modular housing; and the importance of collaboration between government agencies, developers, builders, and the affected communities.

Shanti Pless is a senior commercial building energy researcher at the National Renewable Energy Laboratory in Conifer, Colorado. His research focuses on the broad adoption of net-zero energy and construction innovation practices through applied research, innovative demonstrations, Cleantech Group startup technical guidance, academic engagements, high-impact publications, and informed industry outreach. His active research projects at NREL include integrating net-zero energy strategies into the emerging off-site and affordable housing construction industry. He also focuses on supporting innovative development approaches to zero energy, including district-scale energy planning and how-to resources for emerging developers. Shanti will discuss how NREL is using offsite construction to scale energy affordability by reducing utility and construction costs.
Steel Modular Construction for the Masses

The modular construction industry and innovators like Z Modular are becoming more sophisticated and evolving quicker than ever before, both from a design/technical and build/performance perspective. Z Modular is bringing its standardized steel modular platform to the masses to accelerate the evolution and acceptance of modular construction. This session will focus on both process and technical improvement in volumetric modular construction, from design to structural systems to assembly techniques, and will highlight how improved performance can improve access to growing markets for modular construction.

MBI Executive Director Tom Hardiman and MBI Government Affairs Director Alex Carmack joins the National Offsite Construction Summit to discuss various state efforts to impose prevailing wages on offsite and modular construction. He will also describe what modular and offsite manufacturers and anyone involved in these types of manufacturing projects can do to support the Modular Building Institute’s efforts to navigate and oppose this expansion. Tom has served as MBI Executive Director for over 20 years and for many years was simultaneously MBI’s Government Affairs Director. Accompanied now by a team of government affairs staffers, Tom continues to work on behalf of MBI members in monitoring and responding to legislative and regulatory issues impacting modular construction.

Offsite construction offers a powerful solution to Colorado’s affordable housing crisis by reducing construction time and costs, leading to economies of scale and more rapid deployment of units. In Fiscal Year 2024, Colorado made the largest single investment in the modular industry of any state. That investment builds on the past 54 years, during which Colorado has operated a state-wide offsite construction program, including code adoption and enforcement through plan reviews and inspections (both commercial and residential). In this session, Division of Housing leaders will share what’s new in Colorado housing initiatives, including an update on building codes and standards and plans to implement Senate Bill 25-002, which aims to streamline rules and processes for offsite structures.
